The feature of the new stage of reform of ZHKKH consists of tacticians of pricing, transition for the removal of break between prices in other industries of economy as a result from the simple increase of tariffs on services to more smooth change of these tariffs, growth of the real incomes of citizens.

It is acknowledged necessary regularly to look over the rates of payment of habitation and tariffs on public utilities, shutting out diminishing of stake of payments of population in the general volume of expenses on the grant of services; to continue the increase of stake of payments of population in costs on exploitation and development of objects of ZHKKH taking into account growth of the real incomes of population.

Rate of payment of habitation, given by agreement of найма, in state and municipal housings funds will include not only paying for maintenance and repair of habitation, including capital but also paying for his renting. Paying for renting of habitation, which is the profit of owner of municipal habitation, determined correlation of demand and supply on concrete habitation. In a transitional period the base size of paying for renting will reflect depreciation decrees on of housing fund on the average on a settlement, which is differentiated depending on quality and site of habitation. In this period a population pays part of deductions on major repairs and complete renewal of habitation, which must be determined coming from local terms, dynamics of the real incomes of population and other factors. A base size of paying for renting of habitation must be a few higher, than tax on property for the owner of analogical habitation, that must stimulate continuation of process of privatization of housing fund.

In future in the rate of payment of habitation as a separate constituent will be included deduction on insurance of fund and other charges for passing to complete of expenses on the grant of services.

At a maintainance after the organs of state power of Russian FEDERATION and by the organs of local self-government of right to set the basic parameters of passing to the new system of payment of habitation and public utilities an order at which the volume of financing from a federal budget settles accounts coming from federal standards is used. Thus to use the analogical mechanism of distributing of facilities the subjects of Russian FEDERATION of between municipal educations.

The federal standard of social norm of area of habitation is determined coming from the followings the norms of material well-being of population habitation: 18 sq. m to the general area of habitation on one family, threesome and more than persons member, 42 sq. m — on monogynopaedium from two persons, 33 sq. m — on lonely resident citizens.
